SquirrelMail uses webserver's clock.

Your webmail server uses CST time zone (UTC-6). Your smtp server uses UTC-7.

I think your university is in California and webmail server should use different time 
zone.

If php scripts can modify TZ variable in webserver's environment, you should be able 
to set correct time zone in Options -> Personal Information.

If you can't do that - check timezone settings on your webmail server or ask server's 
admin to do that.

I might be wrong, because you haven't provided enough info to locate time zone that 
you want to use.
