SquirrelMail uses webserver's clock. Your webmail server uses CST time zone (UTC-6). Your smtp server uses UTC-7.
http://www.timeanddate.com/library/abbreviations/timezones/na/cst.html I think your university is in California and webmail server should use different time zone. http://www.timeanddate.com/library/abbreviations/timezones/na/pdt.html If php scripts can modify TZ variable in webserver's environment, you should be able to set correct time zone in Options -> Personal Information. If you can't do that - check timezone settings on your webmail server or ask server's admin to do that.
