when i switched to squirrelmail, i just used the fetch plugin.

Fetching is indeed the best way. If you can't do that (why not?), it is nearly impossible for SquirrelMail to know how and where your messages are stored on the server, and as such, there is not an import feature. Mayyybe it is possible to do via the IMAP server, but I'll leave that as an excercise for some ambitious plugin author. I'd instead suggest that you learn how and where your new host stores messages, and attempt to place them there yourself. Do so with extreme caution. The other possibility is that a client such as Thunderbird might be coercable into helping you do it.
