Sounds like you need a network file system solution (plenty of options out there, but beyond the scope of this mailing list) through which you can access the file. If you have a multiple server system, I'm surprised that you don't also have a more sophisticated way of storing user data (which might be easier to configure with this plugin), especially give that giving PHP *any* kind of access to /etc/passwd isn't that good of an idea.
