I would tend to agree. This doesn't look like a Squirrelmail issue, but
an issue with your MTA not being able to contact other mail servers.

I would do as John and Peter have suggested. From the mail server, try
using telnet to connect to other mail servers. An example done under
Linux, but is applicable for any Unix/Linux variant.

A '*' denotes where you type in a command, the rest is responses from
the server. (So remove the asterisk when typing your commands)

If you aren't able to connect to the target mail server using telnet
from your mail server, then this would require more investigation on
your part. If you need help with this, I suggest contacting any support
resources for your MTA software or Linux distribution. If you are using
OSS for your MTA, here's some resources for various popular MTAs:
