webmail only / no pop

Hello all, I have a little brain pick.

I am planning on doing free email on a virtually hosted site.  I only want
to allow browser access, not pop3, and this will also cut out users from
using the server as SMTP.

Is anyone aware of a way to disallow pop access for a virtual domain with
vpopmail/sqwebmail but still allow web based access?  I am using
tcpserver.

Any input appreciated.
