Sure Scott,
First, I'll assume your using qmail (since you mention tcpserver). If this
is wrong, just apply this logic to whichever mail program you are using.
Just skip the step in the install where you put the tcpserver line for
qmail-popd into your rc.local (or equivilent). No pop3 daemon, no pop3
access.
However, you will not be able to run a free mail server without SMTP.
However, as long as you don't set the "RELAYCLIENT" environment variable,
your server will only accept mail for your domain(s). So, relaying won't be
a problem.
Read the docs for qmail carefully before you install and you will do fine.
