Use the LTS branch mr12.5. It has the required PIE flags included.

Probably this should also work for Rocky 8
After you compile this branch, you can build for a more recent

Tips:
- You will need EPEL.
- You will need the CBR repository or whatever has replaced
PowerTools in Rocky 8.
Otherwise, it's just installing the dependencies until you get
there.
