There shouldn't be. I just tried connecting with ssh-2.0.13 client to
a ssh-2.0.12 server, and the client asks me for my passphrase for
public key authentication correctly, and I can connect.

Are you sure the configuration on the server (2.0.12) allows for
public key authentication, and that you have set your identification
and authorization files correctly?
