ssh-agent not working

I am running the ssh-agent to get the .rhosts kind of effect. This how I
am setting up the environment-

% exec ssh-agent $SHELL
% ssh-add

Now, when I ssh to a machine running sshd, I am still required to enter a
password. Am I missing something here?
