My ssh patches (included on the SSH book cd, and available from
ftp://ftp.cs.columbia.edu/pub/carson/) fixed this problem. Requiring a
priveledged port on the server adds _no_ security and is a bad idea. I
added an option to turn that silly requirement off. Sadly, I haven't
updated my patches since 1.2.26, but that part is so simple is should be a
trivial change to any source base. I hope to have updated patches against
OpenSSH 2.3.0p1 RSN.
If you can't change the server code, you should still be able to use RSA
auth with ssh-agent.
