If you set your UMASK in your .login/ .cshrc/ .bashrc/ etc... the FTP client does not get it. Most FTP servers do allow the admin to configure a 'Default' UMASK for users, which might be the same one you set for yourself. As far as the SFTP server, I don't think it has that functionality as of yet. You can set it manually, with the command 'umask <desired umask>'.
