I had same problem.
configuring with
--with-md5-passwords
fixed it.

I upgraded to 2.9p2 and re-generated my keys to use with the default
config
file supplied in the install.. But now no matter what username/password
combo I use I keep getting 'Permission denied' and it won't let me log
in..
