That's not an ssh issue.  If your OS uses PAM for su, then you may be
able to simply modify /etc/pam.d/su (or equivalent).  Otherwise, create
a group of people who are allowed to use su (BSD calls this "wheel"),
and make the su binary executable only by members of that group.
