Neither is legal. The US crypto laws include anything that includes hooks
to call encryption specifically. So if you have a crypto plugin API,
you're not supposed to be able to export the product, though if you have a
generic plugin API that is sophisicated enough to handle crypto, then that
might work.
The second is still a problem because getting the code to your site would
count as exporting.
