Please explain how I can make brass eccentrics with a Dremel and a needle
file...

I know I could just use ball-bearings with a large inner race.  :)

A bit more info...  I was thinking that it might be nifty to build a
compound Mallet engine using ruby running gear with roundhouse cylinders
for the low presure side.  The problem with that is I can't see a way to 
easily route the exhaust from a set of Ruby valves in both directions.  If
I could get an honest link-styled valve motion on the Ruby, this could be
done.  :)
