What you are witnessing is the result of Toy Train interests setting
the (wrong) standards in the past.
That is why there is an attempt by some of us to try and get the
manufacturers to see sense and adopt 1:32 before 1:29 is too well
entrenched.

1:20.3 is correct for 3' narrow gauge prototype.  The bitching and
whingeing that went on from some quarters when 1:20.3 was first
mooted, was quite vehement.  That all faded away as soon as the first
1:20.3 models started appearing.  Now Bachmann own the LS narrow gauge
market.

There will be even more bitching from the larger LS standard gauge
market.  Some of it is quite vicious already.  One manufacturer even
posted a suggestion to put up the money to develop 1:32 or shut up.
That is understandable as they have a (1:29)  market to protect.
Others described some 1:32 enthusiasts as "Scale Nazis".
