I must add some more considerations which I forgot but are crucial.
1) The whole kres is affected by LGPL dependencies, in particular STANBOL-24.
I think it not recommended to merge any kres code to common packages
(stanbol.web in this case).
So we must keep the kres related web services alone for the moment.
2) Removing the top-level name as a bad impact since force us to rename and
move lot of code.
Just look at the list of the kres bundles:

If we remove 'kres' (and 'semion') we are forced to do lot of refactoring wich
is not good at the moment.
And also considering the impact that STANBOL-24 could have on the code of kres.
So I think that we must choose one of the following:
1) We agree on a top-level (maybe temporary) name (which one?):
-- stanbol.reasoning
-- stanbol.k-manager
2) We freeze this step for kres and wait for STANBOL-24, STANBOL-25, STANBOL-26
to be more clear
