Feel free to propose a formal process based on your experience working in the W3C. (I don't know if different W3 activities operate in different ways -- are you able to disclose which activities you have worked on and how they operated, at least in a general fashion?) Based on my experience in the IETF since 2002, I am not familiar with a formal process for doing draft proposals there. You just publish an Internet-Draft, others may propose similar or competing I-Ds, and you hash it out on mailing lists and at in-person meetings. Hmm, that sounds awfully familiar...
