Yes.

It appears to have solved the most important problem with XEP-0136, that of actually getting widely implemented.

Already did, almost a decade ago.

No.
5. Is the specification accurate and clearly written?
Having read this so many times, already implemented and having been co-author for a short time I fear I may be blind to what it actually says.
