Yes, definitely.

I believe so.

One question that has arisen though: it does not define how to "undo" a
moderation action. In real-world use-cases this is definitely desired -
whether it's due to accidentally marking the wrong message as spam, or if
the moderators of a group later decide that a moderated message should not
rightly have been moderated.
