There's no requirements section. The introduction section mentions "correcting a message on another user's behalf" but is somewhat light on details on that use case. Retraction of messages by moderator works.

With great power comes great responsibility. If changing messages is allowed then some/all of https://xmpp.org/extensions/xep-0308.html#security applies as well.

As mentioned under 2 it is light on details about all use cases mentioned. The examples are certainly clear enough to implement the retraction use case.
