PROBLEM SOLVED.
After pouring through Macfixit, I found there is a conflict between
carbonlib 1.3.1 and true Finder integration. I dropped back to carbonlib
1.01 and the icons are now free to move about AND I can move mail files to
folders in Outlook Express. I'm going to do more research on this. If I
find out more, I'll pass it on.
