Most people have no business inside of a computer with the power on, this
is for the protection of the computer, not you. All the high voltages are
inside the caged power supply, but a ring etc. can short two boards and
damage the computer.

OTOH pushing the cuda with the rubber eraser on the end of a pencil isn't
much risk. (I have no opinion on its benefits, and kind of doubt it makes a
difference from power unplugged cuda pushing).
