What model of Belkin KVM are you using?  I have a Belkin KVM on my
starmax using an MS wheel mouse on the ps/2 port and a logitech ps/2
keyboard.  I have found that it is a little quirky.  I using have to
startup my win xp system and then start the starmax when I am switched
to the xp machine.  I allow the starmax to completely startup and then
switch to using it.  If I set the kvm to the starmax when I start the
starmax up, I will not be able to use the mouse and/or the keyboard.  

I am using a Belkin 4 port OmniView model F1D066.  On occasion, the
starmax will have startup issues which I can only recover from my
plugging in the ADB keyboard and mouse and then starting up the system.
When the system has completely started up and scanned the drive for
errors, I am able to reconnect the PS/2 keyboard and mouse.

What happens if you bypass the KVM and plug the PS/2 keyboard directly
into the Starmax?  I've got a PS/2 keyboard going through a Belkin KVM
working fine on my Starmax.  Also (wild guess here) have you tried
resetting the PRAM?

If you do get the PS/2 keyboard working, check a free extension on my
website which will reverse the PS/2 keyboards ALT & Windows keys to map
