I also think that regular releases should be made when interesting new features 
are added or major bugs fixed. I have noticed that Fabien and Matthew have not 
commented for some time and I think that is more because things are moving 
quite smoothly and they do need to earn a living. 
 
Alex has been very active in proposing improvements and getting very little 
constructive support.  As far as releasing a Windows version I always have the 
latest compilations on my website available for download on request. Build 4969 
is there at the moment labelled as stellarium-0.11.1-Win32.exe. I also build 
regularly in Linux
