I can answer for some questions.

You can look at other plugins but you're right - folder
<USER_DATA>/modules/<plugin_name> contains data for thier plugin. For
bzr you need create a folder resources and put your files into, after
you need create a qrs-file (Qt Resources) and set links to your data
files. As final - you need update cmake files
