I have some sources listed on my webpage for
potato-upgrade.Unfortunately
I don't know of any other mirror for kde.I recall seeing one in
Germany,it
was posted in debian-user so maybe you can search the archive?
As for the diference between upgrade and dist-upgrade " man apt-get "
explains everything pretty straight-forward.
