I'm aware of the security concerns, however my Linux box is a stand alone,
single user system that is only occasionally connected to the internet via a
dialup DHCP connection so I can accept the risks.
I'd like to be able to download (using Netscape) and install programs without
having to switch user since, when I switch user with GUI login, I lose my
dialup connection.
Storm is the only distribution I have used that restricts root access to
Netscape.

Why on earth would you want to?
You should generally not even log in as root. It is far too
dangerous.
