I agree.  There is also a package called sudo (apt-get install sudo)
that may assist.  Once a user is added to the sudoers list they can
exectue things as root by prefixing the command with sudo, eg:
sudo apt-get install foo

Of course this opens up additional security risks, but user can be
limited to what they can execute.
