I would suggest scrapping kppp (which is always a troublesome 
thing) and go directly to the command line.
Run pppconfig and fill in all the appropriate info and, if it's all set up 
properly, should connect you to your ISP with a simple "pon" 
command (provided you leave the default connection name as 
"provider").

And to disconnect use "poff".

That should work.. I've used that with most machines without any 
problems.  Usually connected to the net 5 minutes after an install.

Once you have that, you can apt-get all you want.
