Remove COS File Upload

I propose cos file upload be removed as the default and commons-fileupload be
the default. The cos license is very restricting and doesn't fit well with
Stripes apache 2.0 license. This also removes the need to configure the
StripesFilter for something everyone is probably using.
cos can still be an option. Just not the default.
