Add anchor attribute for the link and url tags

Please, add an anchor attribute for the link and url tags to support urls with
anchor element (# in the url).
It should be possible to specify the beanclass and anchor attributes to
generate urls like:
http://foo.com/fooContext/Bar.action#someSection
