Ben Gunter has provided a new TLD for buffered layout tags. In examining the 
issue, Ben was able to determine that WebLogic 10.3.x is not supporting the 
newer "streaming" layout tags.

A new "stripes-buffered-layout.tld" is provided in the newest 1.5.7-SNAPSHOT 
builds to address this incompatibility in WebLogic.
