We're getting a little bit off topic here, but the typical reply to a posting like this is going to be "Thanks for volunteering".
Many places have been provided where someone "can spend some time going over the issues that the people who are using struts in the real world" have. All that's missing is a person. I put together a lists of what I thought some of the current threads (now) were http://jakarta.apache.org/struts/newbie.html and any time someone wants to send along some XML, I'd be happy to apply the patch. And if someone started to do that for a time, I'd probably get them admin access there. Given a steady stream of documentation patches or additions, a person could probably earn Committer status here too. I'd love to spend more time on it myself, but the kids need shoes.
