Let me update this. I am able to get everything running but I had to add a method to one of the Mock Objects to get the Tests to build.
cvs update shows I have all the latest struts source. I had to add in MockkServletContext.java: a method: public Set getResourcePaths(){ throw new UnssuportedOperationException(); } to build the tests.
