Yes.  After being frustrated with Struts' linear processing model, I
implemented my own MVC/Model 2 framework that had a workflow engine at its
core.

I'm now in the process of revamping it to take advantage of the Servlet 2.3
specification--filters and events, that is.  And I intend to integrate it
with the .NET version of Visio, so that laypeople can create & deploy
workflows.
