I think i've acted in an unusual way.

I've seen than errors.prefix and errors.suffix has been added to the
ErrorsTag and I think "format" would be useful too for a lot of people
working in the "real world" :). How can I propose this enanchenment (and
patch)? Should I use bugzilla? How?
