As noted in the comments, this is not a bug.  If you use a runtime expression,
it must end up with a value of the same type as the underlying property (boolean
in the case of "disabled").  An example expression that would do this:

<html:submit ... disabled="<%= (customer == null) %>" .../>

In other words, use a Java boolean expression of some sort.
