Changes are backward compatable with 1.1B2. ModuleConfig is used exclusively internally. Once 1.2 starts there needs to be a Factory method. I didn't add one since to construct an ApplicationConfig I needed to cast a ModuleConfig to a ModuleConfigImpl. There are doc cleanups to be done so I am leaving this as open for now. ie removing 'application'.
