Note that it has *always* been true that you are *required* to go through the 
controller for modules to work correctly. This is even in the documentation, 
although perhaps not sufficiently prominently. (See section 5.3.)

I maintain that we should continue to require this, because the tags themselves 
should not be held accountable for correct request setup in a multi-module 
scenario. While this bug report illustrates one situation that might cause a 
failure, who knows what other cases might have to be dealt with at a later time?

The controller is there for a purpose, and circumventing it is not something we 
should be condoning by having the tags adopt part of its responsibilities.
