This is even in the documentation, although perhaps not sufficiently prominently. (See section 5.3.) I maintain that we should continue to require this, because the tags themselves should not be held accountable for correct request setup in a multi-module scenario. While this bug report illustrates one situation that might cause a failure, who knows what other cases might have to be dealt with at a later time?
