I've just started playing with Struts, so I'm not sure about that, but my gut reaction
is "no". From the small bit of code I've
seen thus far, I'm not sure how a user could have more than one Locale, to be honest.
(Simultaneously, anyway.) I don't think the
server is an issue though, I think the locale setting is driven by the client.
