You got to recompile everything and put in the correct directory. In my
case, applicationresources.properties is under web-inf/classes.

If I try and load the struts-blank app from the struts framework I get the
following 500 servlet exception...
javax.servlet.jsp.JspException: Missing message for key index.title
Why might this be?
PS. I'm running resin 2.0.0 and I have not changed anything in the
struts-blank application.
