I wasn't using JBuilder, but I did have problems with Tomcat 3.2.1 and Struts/Validator. There were class loading issues. Even if you take out the validator, I don't think you can get Struts running. Is there any way to upgrade to a newer version of Tomcat? Sorry this isn't more helpful to you problem, but I though I would at least share what I know. I'm currently using Tomcat 4.0 with the nightly builds.
