OK, thank you Craig.  Someone else pointed me to another bug message in
Bugzilla for Struts, and I have put in a written request to JRUN support for
acknowledgement as to whether they have been notified from someone on the
Struts development team that there is a "bug" in the JRUN container or not.
I intend to push this issue with JRUN support until I get an acknowledgement
from them one way or another.  When I do get it, I will post it here, for
future reference.

The struts-example and struts-blank webapps work out of the box on
virtually every other server -- and I do know for a fact that they don't
rely on any "magic" specific to any one server.

The exception you are getting implies that they don't have their class
loading environment set up correctly when the init() method of a
load-on-startup servlet is invoked.  If that's really the cause, then it
is absolutely a bug in the container.
