Hi, I had the same problem with Greek. I read somewhere to use native2ascii.exe (which resides in JDK bin directory) native2ascii -encoding ISO-8859-7 ApplicationResources.properties ApplicationResourcesChanged.properties.
In the encoding use the one for French. It worked for me. Hope this works.
