Typically management worry about not having someone to blame if there is a problem. My own manager was asking who we would have recourse against (is this a polite way of saying "Sue them into the ground"?) if there was a problem with the Struts code. I told him that there was the ASF, but that there is an explicit no warranty clause in the Apache licence. He wasn't keen to hear that. Money is usually a very small factor in the issue.
