You're right, the quote does not say anything about 1.1b2, but I can assure you, that is what is being used. It's probably written that way on the site so they don't have to change it so often =) .
They do plan to go to newer releases, but there is going to be a delay between the actual Struts release, the time it takes for IBM to OK it, and then the time it takes for Ford to OK IBM's OK.
