You could create a servlet (or an action) that uses user Locale object to put the localized image in HttpResponse (a binary stream). Doing so you would have to define a mapping in web.xml ("/images/localized/*.gif" -> LocalizedImageServlet) as I don't think browser will accept image without good request extension.
