At one time, we were concerned that the conventional taglibs might keep people from migrating to JSTL, but now that we have a Struts JSTL taglib in distribution, we are not discouraging further development.

However, none of the current Committers are actively using the conventional taglibs, and open source works best when developers are sharing the solutions they actually use (e.g., "eat their own own dog food"). So, we are looking for a developer in the Community to step-up and fill the void.
