Thank you so much for your help. I started from scratch again this morning. I created a new project in Eclipse and imported my files one by one double checking the directory structure each time. I also was sure to include the message resources tag in the struts-config.xml file. This resolved my problem. Thanks again for your help and good -bye to that nasty error message :-)
